The key arm of municipal government in Hồ Chí Minh City, the country’s largest city and one of five major municipalities which enjoy provincial status yet fall under the direct control of central government. Hồ Chí Minh City has a total area of 2,020 square kilometres and a population of just over 5 million people (1999). It incorporates 19 urban districts (quận) - 1, 2, 3, 4, 5, 6, 7, 8, 9, 10, 11, 12, Phú Nhuận, Tân Bình, Bình Thạnh, Bình Tân, Tân Phú, Gò Vấp and Thủ Đức - and five rural districts (huyện) - Hóc Môn, Củ Chi, Bình Chánh, Nhà Bè and Cần Giờ. The People's Committee has an annual budget of VNĐ3 billion (cUS$190,000) to support artistic and literary activities and presents biennial prizes for excellence in various artistic fields.
